PHOENIX (April 9, 2018) ─ The Flood Control District (FCD or District) of Maricopa County has hired a new Agency Director to replace retiring Chief Engineer and General Manager, Bill Wiley. Effective April 16, 2018, Arizona native Michael Fulton will assume the role of FCD Director while FCD Engineering Division Manager, C. Scott Vogel, P.E., steps in concurrently as Chief Engineer and General Manager.


Fulton holds a Bachelor of Science in Forest-Watershed Management from the University of Arizona. For three years, he has served as Deputy Director of Maricopa County Air Quality Department overseeing general department operations, Air Monitoring, Trip Reduction and Inter-Governmental Relations programs.


According to Deputy County Director Reid Spaulding, Fulton has demonstrated a track record of outstanding negotiation skills, strong staff leadership and diligent collaboration with key stakeholders. His unquestioned emphasis of delivering outstanding, consistent customer service will provide a seamless transition to his new role.


“Michael shares Bill Wiley’s vision of the Flood Control District,” said Spaulding, “being a national leader in flood mitigation engineering, innovation in the use of technology, recognizing the value of promoting sustainability and partnering with our stakeholders in support of smart economic development.”


Prior to his County service, Fulton devoted over 27 years to a variety of roles at State of Arizona Department of Environmental Quality (ADEQ) and, most recently, as Water Quality Division Director. Prior ADEQ assignments included Tank Programs Division Director and Waste Programs Division Deputy Director.


"I look forward to working with the nationally recognized professionals at the District," said Fulton.


Vogel has agreed to serve as Chief Engineer and General Manager while maintaining his current role as FCD Engineering Division Manager. He is a registered, professional civil engineer who has been developing comprehensive solutions to drainage problems for regional flood control agencies for over 29 years. Vogel has experience as an FCD project manager and was a flood control design engineer in Orange County, California.


“I enjoy working with the talented and motivated District staff to provide flood protection and related community enhancement,” said Vogel. “I appreciate the vote of confidence and support from County management in taking on this new role.”


Vogel enjoys the challenge of leading teams in the implementation of solutions, including infrastructure that balances the needs of flood protection, the environment, public multi-use and safety. As a recreation enthusiast, Vogel identifies first-hand with the needs of the public who uses amenities created by these facilities.
