Apply for Early Head Start & Head Start

Pregnant women and families with children ages birth to five interested in enrolling their child in a high-quality early education program may qualify for services from the Human Services Department. The Early Education Division promotes early mathematics, language, and literacy learning as well as supports emotional, social, and physical well-being to ensure children have the knowledge and skills to be successful in school and life.

Maricopa County families interested in our programs can start their application online and submit them year-round. Please note that services are provided on a first-come, first-serve basis to eligible families. To apply for early education services, follow the step-by-step instructions listed below.

HOW TO APPLY

Step 1 Complete Online Application

To apply for early education services, please click on one of the buttons below to complete the online portion of the application for the program you are interested in. Once you have submitted the online application, a Family Support Specialist will call you to schedule an in-person appointment at a location convenient for you.   

If you would prefer to complete this in person, please call us at 602-372-9700 to schedule an appointment with a Family Support Specialist.  

Step 2 Gather Required Documentation

To help establish eligibility, please collect the following documentation. You will need to bring these documents with you to the in-person appointment you scheduled with the Family Support Specialist.

  • Child’s birth certificate
  • Utility bill or housing agreement
  • Pay stubs or tax returns

If you do not have any of the documents listed, the Family Support Specialist will assist you in obtaining the necessary information for your application.  

*The Early Education Division does not provide transportation to program locations; however, we can help identify transportation assistance if needed.
