Tanker Truck Certification (Vapor Decal)
How to Apply for Tanker Truck Certification and/or Notification (Vapor Decal)
Tanker Truck Certifications and Notifications can be applied for and submitted through the Dust and Miscellaneous Application Portal. To access the Dust and Miscellaneous portal, follow the steps below.
Step 1: Review guidance document to create an account on the Dust and Miscellaneous Application Portal:

Step 2: Login to Dust and Miscellaneous Application Portal to access your account.
Step 3: Submit a test notification through the online portal. Review Completing a Tanker Truck Certification (Vapor Decal) through the Dust and Miscellaneous Portal. Note: tests being conducted outside of Maricopa County do not require a test notification submittal.
Step 4: Submit a Decal Application and attach the Checklist through the online portal. Review Completing a Tanker Truck Certification (Vapor Decal) through the Dust and Miscellaneous Portal.
Step 5: Pay the applicable fee through the online portal.
Step 6: Receive your Vapor Decal via mail or by pick-up and immediately place on appropriate vessel.
The decal that certifies test completion will be issued by the Control Officer within three to five business days of receipt of a complete application and payment. The expiration date of the issued decal is dependent on the testing date. Refer to Rule 352, Section 401.3 for expiration dates. A replacement decal may be requested through the Dust and Miscellaneous Portal if the original is lost or defaced. Re-apply annually between March 1 and June 30 prior to the expiration date of the Vapor Decal using the same process above.
Maricopa County Pressure Test
According to the Maricopa County Air Pollution Control Regulations Rule 352, Gasoline Cargo Tank Testing and Use, all gasoline delivery vessels must be designed and maintained to be vapor tight and leak free. To comply with this requirement, a gasoline delivery vessel must pass the Maricopa County Pressure Test before delivering or unloading gasoline and must pass the test each year thereafter. All testing performed within Maricopa County must comply with notification of test time and date requirements outlined in Rule 352, Section 401.1
The Maricopa County Pressure Test consists of three subtests:
- Positive Pressure Subtest
- Vapor Valve Subtest
- Partial Vacuum Subtest
The vessel must pass all three subtests, in the order presented, in the same testing period. See Rule 352 for details of testing procedures and parameters.
